I agree Nath, but due to our multi-cultural society a bit of tolerance on our behalf, is needed for others cultures to co-exist so we all can enjoy this great land……
Right answer yes a culture can change. A culture that is over a 1000 years old that has been doing something that falls into the category of cruelty to animals ( as seen by westerner’s) can change......unfortunately it might take 2000 years.

The fact that a large beast like a cow takes minutes to die and is poorly restrained is of no consequence to them.
Reality is, they will continue to kill the way their religion dictates for the forseeable future, the steps are in place to cease supply of cattle from Aus and they don't really care how we complain.
