As for the cost of obtaining the operator's certificate, it costs $59 to obtain your Operator's Certificate from the Office of Maritime Communications. My local Marine Rescue unit held FREE two evening courses which included sitting for the exam under supervision. Marine Rescue did NOT charge for the course. I suspect you have confused the cost of the Certificate with some non-existent "profit" by the coast guard in your example.
Please post your mailing address so we can chip in an buy you a bigger shovel so you can dig yourself even deeper.
The Office of Maritime Communication is run by AMC and my MROVCP is actually on AMC letterhead. I got charged $80 and see on the AMC website that you are right about the $59 for the exam. Whether this includes postage and the issuing of the licence - I suppose a simple call would clarify. If there was $21 profit to the Coast Gaurd for providing my invigilator - good on them I was more than happy to pay $80 - they deserve every cent they can get.

I am about to install a VHF radio....now I dont intend to use it ever to talk boat to boat and just want it for safety/security, am I safe to say I dont need a licence as I wont be transmitting......and in the unfortunate event I need to transmit it will be an emergancy, and I will have bigger issues than a licence?? So would it be true I cant be booked for having a radio, but only be booked for transmitting??
And as a footnote.....why do ppl need to be abusive to express an opinion?? Say your point but dont get agressive......If I did not know better some ppl have short mans disease here !!! Anyone can be a tough guy over the internet....I think its rather funny reading internet bullies as everyone is 10 ft tall !!!

Why do you think it is ok for you to consider your own safety and not the safety of other boats ?
If a boat is offshore and falls into trouble it would be nice to know that all boats in the vicinity have a radio that works properly, is turned on and the skipper knows how to use it, even if it is for the purposes of safely relaying a message using the correct protocol.
Id suggest getting a radio and learning how to use it correctly. Could be a life and death matter whose fate rests in your laziness to obtain a licence or your frugality in paying for one.
AS a boating community we have an obligation to look after one another at sea.

well should I add that it would be incorrect to assume that I am "lazy". It was a simple question for which I was seeking an answer......if you are unable to answer my question then please dont lecture. FYI, I aways have the 27meg radio on and tuned to the safety channel (unless the Etec is running !!!) so to even suggest that I am not concened about safety of others is an incorrect assumption. Not that I have to justify myself to you but my consideration not to get a licence has nothing to do with being lazy or money as you incorrectly suggested. It has everything to do with a lack of time vs what I would gain out of a licence considering it would only ever be used in an emergancy. It's not rocket science on how to use a radio and to suggest that its life or death if I dont have a licence is a little extreem.
So in short, if anyone can answer my question I would greatly appreciate it....and my point stands, there are a lot of ways you can say things without being abusive or nasty!!!
