When anchored at night arn't you suposed to only have your white anchor light on.
Last night I saw quite a few with no white lights on but they did have their red and green nav lights on.
Makes it kinda hard when you need to move and you are unsure if they to are on the move.
Even worse when there is a mixed group of boats with white lights on and nav lights, nav lights only, MCG Flood lights and guys right next to them with no lights at all.

I reguarly see boats with wrong lighting but much worsr are those with none - amazed at how many ( often small boats ) are out at 4.30 am with no lights on

White light at Anchor and ALL lights on when moving, That means port RED and starboard GREEN lights and the White light. This subject has been covered so many times. yet people don't bother checking their lighting is up to scratch.
All we need is another accident. It's like cars where people don't use their indicators when turning at roundabouts, every one else has to be a mind reader as to what they are doing _________________
I'm pretty sure sailing vessels don't show the anchor/all round white light when moving. That's how you're supposed to tell the difference between a powered vessel and a sailing vessel (which has right of way).
Most sailing vessels still have their all round light on... but it is waaaaay up the top.
The other month I was coming out of the local harbour at 4am in the pitch dark and was just coming out of the mouth between the rock walls... as I put the boat slowly up onto the plane I was trying to make out what was out there and couldn't quite work out the channel marker lights...... reason ....... there was a freaking big sailing yacht sideways across the entry as it was coming in around the point... I was looking at the red port light and the white all rounder was so far up in the air that I did not put the two together and realise it was a boat in my path....
Have to say when I realised I quickly backed off and went around.... and shook the crap out of my pants! ha ha
Got to be honest, when I am fishing in a bay over night (different off shore with no back lights on land) but in the bay I do what you are not supposed too, leave nav lights and anchor light on while at anchor.
? WHY is it such a problem when travelling even if at anchor with nav lights on
My theory is that the anchor light is insufficient to warn moving vessels of my where abouts (I have said many many times on this site that we need a flashing orange light or similar over night)
Anchor lights are usually placed wrong and are not visible from many angles AND they blend in to land based lighting (Very dangerous), the rules seriously need looking at (for our safety)
But as i said, even with nav lights on, anyone else on the move around them can still make course to allow either way.
I feel a shizen safer doing it this way (Although not being right, it saves me and the on coming vessel) _________________

In regards to the rule book I am under the impression that if a vessel (me) is aproarching another vessel (you) at a near 90 deg angle regardless if it is day or night judgement is to be made to pass behind the vessel in sight as to avoid colision.
How would you like it if I ran over the area you are fishing at night because I thought you were on the move with your nav lights on.
I would prefer to pass on the bow end of your boat but then I may get hit by you.
I can not tell if your anchor is up and you are going to power off.
Just a bit of hypathetical (spelling?) to ponder on.
rules and laws are made to make it safe for all Boats Navigating at night, if you are displaying the incorrect lights, just to make yourself feel safe, then you need to adjust your thinking and your Boats lighting, the laws are not just made for small time Fishing boats and so on, they are Worldwide shipping Laws and as such should be obeyed to the letter, I would be thinking you would be plenty p!ssed off if someone cut across your lines becase they thought you were moving, it is very hard to tell speed and motion at night when you are moving also, do the right thing and be safe!!
